1. Public Benefit Expenditure
- A minimum of 90% of the Foundation’s expenditures must be allocated to activities that directly benefit the public.
- In specific cases, activities that serve the public good but do not involve monetary expenditure may also be considered when assessing compliance with the 90% threshold.
2. Asset Limitation
- The Foundation shall not retain assets exceeding what is reasonably required for the fulfillment of its mission.
- Consequently, the Foundation’s equity must remain within reasonable limits.
3. Administrative Cost Ratio
- The Foundation’s administrative costs must maintain a reasonable proportion relative to its overall expenditures.
4. Administrative Cost Cap
- Administrative costs shall not surpass 25% of the Foundation’s total expenditures.
